With a combi, there’s usually a slight delay while it fires up.

Most modern boilers also have a pre-heat function to reduce that delay. If that’s turned off, it can take longer for hot water to come through.

So you’ve got two things happening. The boiler getting up to temperature, and the cold water clearing.

When It’s More Than That

If it feels excessive, it’s usually the pipework.

Long runs, poor routing, or pipes that have been altered over time so they’re not direct anymore.

You’re still just waiting for water to travel further than it needs to.
